About this Job

Coordination and Interface Management

  • Review and approve the necessary commissioning procedures in close coordination with the Employer.

  • Maintain and own the I&C and SCADA Interface Register for all areas such as turbine‑generator, balance of plant, switchyard, communication and TNB grid/SCADA).

  • Critically review interface definitions, identify gaps, and formally instruct the E&M Contractor to resolve inconsistencies in line with contractual obligations.

  • Lead regular interface meetings (weekly/biweekly) with the E&M Contractor and their Subcontractors to identify clashes, responsibilities and due dates; issue clear action lists and follow up to closure.

  • Ensure alignment of control philosophies, I/O lists, communication architectures and signal lists between the E&M Contractor and TNB requirements.

  • Act as the Employer’s technical authority for cross-system integration matters and interface disputes.

Commissioning Assurance and Witnessing

  • Review and approve the E&M Contractor’s commissioning strategy, procedures, and detailed schedules for I&C and SCADA systems.
  • Witness key commissioning stages including pre-commissioning, loop checks, functional testing, energisation, synchronisation, and trial operation.
  • Verify commissioning readiness prior to critical milestones (energisation, first synchronisation, COD).
  • Ensure all systems are tested in accordance with approved procedures and contractual acceptance criteria before certification.

Technical Review and Clarification (I&C and SCADA)

  • Review key I&C and SCADA deliverables for integration aspects: control philosophies, P&IDs, I/O lists, communication block diagrams, network topology, HMI/SCADA screen list, alarm list and event list.
  • Check that interfaces between PLCs/DCS and SCADA (plant SCADA, TNB SCADA / RTU) are consistent in both hardware (ports, cards, cabling).
  • Coordinate resolution of technical queries (TQs) between parties, ensuring responses are technically sound and consistent with contract and TNB standards.
  • Ensure proper implementation of interlocks, protections, fail-safe logic, and redundancy requirements.

SAT and Commissioning Coordination

  • Prepare or review integrated SAT procedures for I&C, PLCs, protection interfaces and SCADA (including communication and data point testing to TNB).
  • Ensure that all cross-vendor tests are clearly defined, witnessed where required, and documented.
  • Support site teams during commissioning and trial runs to troubleshoot integration issues.
  • Verify that all integration tests, including TNB SCADA data point verification and telecontrol functionality, are successfully completed.

Compliance with TNB and Contract Requirements

  • Verify that all I&C and SCADA interfaces comply with TNB grid code, SCADA/telecontrol requirements and project technical specifications.
  • Track TNB comments on submissions, coordinate consolidated responses from E&M Contractor, and ensure timely re‑submission and approval.
  • Support the Employer in securing approvals required for energisation, synchronisation, and commercial operation.

Documentation and Configuration Management

  • Maintain updated integration drawings and lists (communication architecture, I/O and signal mapping, addressing tables, time synchronisation scheme) reflecting agreed solutions.

  • Ensure as‑built I&C and SCADA documentation from the E&M Contractor is consistent and complete before takeover (including licenses, passwords, network diagrams and configuration backups).

  • Ensure E&M Contractor meets contractual requirements related to integration, commissioning, and performance guarantees.

  • Review and certify completion of commissioning milestones and readiness for Taking-Over Certificate (TOC) and Commercial Operation Date (COD).

  • Provide technical input into contractual notices related to delays, non-compliance, or defects in integration and commissioning.

  • Maintain detailed records to support claims, variation assessments, and dispute resolution if required.

  • Prepare the Commissioning Report.

Progress and Risk Management

  • Identify integration-related risks (late deliveries, open TNB comments, missing I/O, protocol incompatibility) and highlight them early to STSC and the Employer with mitigation actions.

  • Provide concise weekly updates on I&C/SCADA integration status, key issues and required decisions from Employer/STSC.

  • Provide independent progress assessments to the Employer, including readiness for key milestones and COD.

  • Promote safe commissioning practices in line with Malaysian regulations and international standards.

  • Attend Project Risk and Lessons-Learnt workshops.

Job Specification

  • BSc degree in electrical or mechanical engineering

  • At least 20 years’ experience in hydropower projects.

  • Proven experience in SAT, commissioning and troubleshooting of I&C and SCADA systems on site.

  • Familiarity with relevant IEC/IEEE/ISA control and SCADA standards and utility grid/SCADA requirements.

  • Extensive experience in SAT, commissioning, and system integration across multi-vendor environments.

  • Working knowledge of FIDIC contracts and contractual enforcement in project execution.

  • Knowledge of Malaysian Grid Code and Grid Code test procedures would be an asset

  • Must be proficient in English.

  • Location: Nenggiri Project Site, Gua Musang, Kelantan

  • Contract: 12 to 18 months
