About this Job
The SCADA Manager is responsible for the operational reliability, deployment, and continuous optimization of hypervision and SCADA infrastructure across the cluster. This ensures that the technical systems provide the high-quality data and control capabilities required to meet the company's performance-based KPIs, specifically regarding Non-Revenue Water (NRW), Energy Efficiency, and Asset Longevity.
The Manager serves as the primary technical authority, bridging the gap between high-level O&M strategy and field-level execution by leading a team of technicians and overseeing specialized subcontractors.
Operations & System Availability
Incident & Disaster Recovery: Act as the first point of escalation for SCADA/PLC failures; execute disaster recovery protocols and lead "Post-Mortem" analyses to prevent recurrence.
Maintenance Execution: Schedule and supervise preventive/curative maintenance on PLCs, RTUs, and communication gateways (radio, 4G, fiber).
Team & Subcontractor Management
Manage a team of SCADA technicians, defining their daily work orders and ensuring high-quality technical output.
Act as the primary technical contact for SCADA vendors; monitor their KPIs, verify the quality of their "as-built" documentation, and sign off on technical interventions.
Enforce company H&S standards at all sites (e.g., LOTO procedures for electrical panels) for both internal staff and external contractors.
Lifecycle & Cyber-Security Execution
Implement the PLC/SCADA lifecycle roadmap by managing firmware updates, patch deployments, and hardware replacements before "End of Life."
In coordination with IT/OT cybersecurity, deploy firewalls, manage user access levels (Least Privilege), and ensure all field devices meet strict cybersecurity hardening standards.
Data Integrity & Digital Systems
Ensure that field instrumentation (flow meters, pressure sensors, level probes) is calibrated and correctly mapped to the IMIS (Integrated Management Information System) for accurate NRW and energy reporting.
Support the technical deployment and functional maintenance of expert tools (e.g., Aquadvanced), ensuring seamless data flow between the field and the analytics layer.
Translate resource optimization strategies (e.g., switching from purchased water to wells) into SCADA logic and automated set-points.
Training & Acculturation
Conduct technical coaching for SCADA operators to ensure they understand new process designs and can respond effectively to system alarms.
Maintain a comprehensive and up-to-date technical library of all SCADA architectures, IP plans, and PLC programs across the cluster.
The job description is not exhaustive and may assume additional tasks within the competence of the incumbent.
